You can't do anything in Italy without a codice fiscale - no bank account, no rental contract, no doctor's visit. How do you get one quickly, even before your permesso arrives?

Codice fiscale (CF) is the Italian tax identification number - Italy’s equivalent of a Social Security Number or national tax ID. Without one in 2026, you cannot:

  • Open a bank account (no bank will accept you without a CF)
  • Sign a rental contract (the lease must be registered with Agenzia delle Entrate, the tax agency)
  • See a doctor (even a private one)
  • Get a public health card (Tessera Sanitaria)
  • Open a Partita IVA (freelance tax number)
  • Get a phone plan (SIM card contract)
  • Buy car insurance
  • Register on investment platforms

A codice fiscale is a 16-character alphanumeric code calculated from your name, date of birth, and place of birth. It looks something like this: RSSMRA85M01H501Z. It is issued on a green plastic card or a paper form.

The CF printed on your permesso may not be enough

Newer residence permits (permesso di soggiorno) have the codice fiscale printed directly on the card. However, some banks (Intesa Sanpaolo, for example) consider the CF on a permesso to be "informational only" and require a separate document from Agenzia delle Entrate (tax agency).

A refusal to issue a CF before a permesso is the individual clerk’s decision, not the law. Here is what works:

  • Ask for a written, legally motivated refusal citing specific regulations. When you ask for a written denial, they often suddenly find a way to issue it
  • Try a different office - suburban branches (for example, Gorgonzola instead of Milan) tend to be more accommodating
  • Show them the instructions from the tax agency website in the clerk's language
  • State a specific reason - "I need it to open a P.IVA" or "I need it for a real estate transaction" works better than just "I want a codice fiscale"

This is a real and widespread problem for anyone born in the former USSR. In the Italian system:

Real-world consequences

Code 135 (USSR) can cause problems: some online platforms don't recognize it, insurance premiums are calculated at a different rate, and investment services (Directa) refuse registration entirely. If you have different codes in different documents - go to Agenzia delle Entrate (tax agency) and ask them to unify them. Your Carta d'Identita should have the same code as the one in the tax system.

Numeric-only codice fiscale - a hidden trap

What is a "letterless" numeric-only codice fiscale and why do banks reject it?

Sometimes the questura creates a numeric-only (temporary) codice fiscale in the system when processing a residence permit - a code consisting entirely of digits, with no letters. This happens because without a codice fiscale in the system, the permit application cannot be sent to Rome for printing - so the questura simply generates a numeric code to work around the technical limitation.

A numeric-only codice fiscale doesn't work at banks

N26, Revolut, and most Italian banks do not accept a numeric-only (letterless) codice fiscale. Investment platforms also reject it. If you have one - you need to get a proper alphanumeric codice fiscale from Agenzia delle Entrate (tax agency) and ask them to merge the two codes in their system.

Permesso: How to Get One

Depends on the bank — some will flat-out refuse to open an account until you have the permesso (residence permit), even if you already have the codice fiscale (tax code). And another thing about the numeric code — if it was issued through the consulate, later replacing it with the alphabetic one can cause quirks with the linkages, especially with INPS and the tax office. In theory everything should update automatically, but in practice it’s better to double-check.

There’s an important point people often miss — the codice fiscale (tax code) is only the start of the chain: without residency and a permesso di soggiorno (residence permit), half of the following steps simply won’t open. A bank may open an account, or it may not; that depends more on the branch than on the rules. If I were someone just starting out, I wouldn’t waste time on guides and would go straight to a commercialista (accountant/tax advisor) for at least an initial consultation, because there’s a huge gap between theory and what they actually tell you at the Questura (immigration police office).

I don’t agree that you should run straight to a tax advisor — you can easily get the tax code (codice fiscale) and sort out your residency yourself. I did everything without intermediaries and there’s nothing to it. A tax advisor is needed when you get to taxes; in the first steps it’s an unnecessary expense. And they were right about the numeric code — it’s better to check right away that everything is displayed correctly at the Agenzia delle Entrate (Italian Revenue Agency).

Good on you for doing it yourselves — honestly there’s nothing overly complicated there. With the codice fiscale (tax identification number) through the consulate there can be a snag — check right away on the Agenzia delle Entrate (Italian Revenue Agency) website that the data has been pulled in correctly; it’ll save you a lot of headaches later. And about the lawyer citing Article 26 — it’s weird that he’s pushing that, but of course it depends on the specific situation.

About 135 — my codice fiscale (Italian tax code) for that number was my very first Italian document, even before anything else. Later, when I started getting other documents — the permesso di soggiorno (residence permit), tessera sanitaria (health card) — the codice itself changed and stayed that way. In Turin there was also a situation: the codice had been obtained in another city; when I went to get the tessera sanitaria they issued only a paper version, saying you have to change the address on the codice first. So if someone’s codice fiscale is registered in a different city than where you live, this can unexpectedly come up at the tessera sanitaria stage.
