Do they currently issue a Codice Fiscale (fiscal code) at the Moscow consulate if you indicate that it’s needed for buying an apartment? And without a Codice Fiscale can one obtain an Attestazione dei parametri (attestation of parameters) and a Nulla Osta (clearance / no-objection certificate)?

At the Moscow consulate they issued them without explanation — a friend booked an appointment, they processed it in front of her, free of charge, and didn’t require any justification at all. So using the purchase of an apartment as a reason shouldn’t be a problem — the requirements there are even more relaxed. I haven’t come across attestazione and nulla osta without the codice, but the logic is that the codice (codice fiscale — tax code) is needed at the notary stage of the transaction, not for the permits themselves.

Thanks, that reassured me. I’ll first sign up on Kodiche (кодиче), and then I’ll go to the notary with him, since he’s needed for the deal.
