You get the floor plan at the municipality’s technical office (ufficio tecnico); there the surveyor records the measurements and how many people are allowed to live there — without it there’s no discussion at all. In Rome they gave me one the same day I applied; I just went in and asked. The main thing is to first check your municipality’s square metres-per-person rule, otherwise the area may not comply and you’ll have to redo the entire document package from scratch.
