There’s an important nuance here — look at exactly what the consul wrote in 221(g). If it says “petition revoked” or “returned with recommendation for revocation”, then the I-140 is effectively frozen until USCIS decides, and a new petition may be needed. If it’s just “returned for review” without revocation — that’s a different story, the petition remains valid and you can reschedule. A colleague had a revocation after Belgrade; he waited about 7 months for the petition to be returned before realizing it was easier to file a new I-140 in parallel.
IMHO parallel filing a new I-140 if revocation - saves time. In SF two people did this and saved about 5 months compared to waiting for USCIS to return the petition.

Long story short, 221(g) can mean different things — check what exactly the officer noted on the checklist. If it’s “additional processing” without revocation, rebooking the appointment 2–3 months later usually works; I’ve seen at least three cases in SF get through on the second try.
A parallel I-140 is a lifesaver — my colleague ended up saving five months.
