Police clearance certificate from Russia for a US consulate interview — do I need it if I’ve never lived there?

Can someone tell me if a police certificate from Russia is required for an interview at a U.S. consulate just because you’re a citizen of the Russian Federation but have never lived there? The rules say certificates are required from countries where you lived for more than six months. It’s unclear — does the fact that you’ve never lived in your country of citizenship exempt you, or will they still ask for it at the interview?

A certificate of no criminal record from the country of citizenship is required regardless of current residence; my colleague had the same.
