It’s not like quotas arrive and visas start getting issued right away — they’re still holding them for several weeks or more. Has anyone gone through administrative processing lately — noticed any change in turnaround time, or is it still stuck?
I recently went to the local questura on some personal business and, while I was there, asked — they said that the rules at all levels have changed slightly: consulates now periodically send requests to the questura to verify the authenticity of the nulla osta, which either didn’t happen before or happened less often. That explains why visas aren’t being processed any faster even when quotas are available — an extra step has simply been added, and the questuras don’t always respond promptly.

Under DM 171/95 they officially have 120 days to review a visa. And if they request additional documents, the review period is suspended. So formally they aren’t violating anything, even if they hold it for a very long time. I looked into that decree a bit — that’s how it’s written.
