Administrative checks for IT — why does everyone get caught up, and does education matter?

I’m trying to figure out what an administrative check is and why IT specialists end up in them so often. I hear different things — some say it’s a normal thing for IT, others say it’s actually simpler. I wanted to understand whether there’s any pattern here. And one more point — my education is “physics and computer science teacher”, and I’m applying as a developer. Does that affect my chances or the check itself?
