Administrative processing after a U.S. consulate interview — is DS-5535 required if it’s not listed on the paperwork?

I was recently placed under administrative processing at the U.S. consulate in Astana. The paperwork doesn’t say anything about Form DS-5535 — do I need to fill it out, or only if it’s explicitly requested in the documents? And what exactly is a “study plan” in the administrative processing documents — I can’t figure out what it is or why it’s required.

study plan is just a description of your program — what you’re studying, where, and what your plans are after your studies. I’ve seen people write three or four pages in detail, semester by semester and by topic; the main thing is to be specific and avoid fluff. Don’t rush it, better to sit on it for a couple of days and write it properly)
