I received a permesso di soggiorno (residence permit) for study and discovered that the codice fiscale (tax code) on it differs from the one issued by the Italian Consulate before I moved. The last three characters are different — digits and a letter. Is this normal practice or is it an error and do I need to do anything?
I ended up with two different codice fiscale on my permesso and on my identity card — the one the Questura had entered, and the one from the Agenzia delle Entrate. When I received the new permesso with the changed codice, the Questura told me everything was OK on their end, but in practice I had to sort things out separately with other agencies. I went to the ADE with both documents; they checked and confirmed which code is the valid one. The permesso is considered the primary document — everything else should be aligned to it.

So it turns out we have the same situation. Thanks — that reassures me, I thought I needed to rush and fix something. I’ll go to ADE with both documents then so they can confirm which code is current.

ADE, when merging two codes, leaves both in the system — one as the primary and the other as secondary. I went through this at the Milan office: I went in with both documents, they merged them, and now both show up in my online account. The problem came up later with the identity card (carta d’identità) — they said that first you need to update the residence permit (permesso di soggiorno) to the current code, and only then will they issue the card with the correct one.

I went to the comune (municipality) to register my residence — they said they couldn’t register me with the code from the permesso di soggiorno (residence permit). I had a furious argument with them, insisting that they do it for others and asking how their comune was any different. In the end I went to the Agenzia delle Entrate (ADE) and requested an allineamento dei codici (alignment of codes). They issued a certificate “stessa persona fisica,” which confirms that both codes belong to the same person. I brought it back to the comune, and after long, painful negotiations they finally registered my residence. One more point that may be relevant: at the next renewal of the permesso the questura (police headquarters) sometimes writes its code back in. That happened to me twice in a row; after each renewal I had to go back to the ADE to get the allineamento done again.

Student educational institutions are a different story — they can’t send documents if the CF isn’t recorded with them as valid. At one school that’s exactly what happened to me — there was a CF, it was attached to the address in ADE, but they said it was invalid. It got resolved when I asked ADE for a printout proving the code is active — that’s a different document, not the certificate about the two codes, just a confirmation that your CF is valid. I brought it to the institution, and they unblocked it.

about different characters at the end of a code — this is often an issue with the country-of-birth encoding, not just a typo. at the Ufficio Immigrazioni in Rome many people born in the USSR are now being flagged with a block and sent to the comune (municipal office) to change 154 to 135 — the questura (police headquarters) itself no longer has the authority to make changes in the system like it used to. if the last three characters differ for exactly this reason, it’s not an error but a planned alignment of the code with the current encoding.

Online registrations are a whole other story — some sites accept only one of the codes. On Aruba I couldn’t get it to accept the ending 135Y, but 154W went through fine. The same happened with Universitaly and the tuition payment. So if one code isn’t accepted somewhere online, just try the other.

154 to 135 - this is not a typo. The code alignment in ADE is the right step, but after that this certificate has to be submitted separately to each agency - they don’t synchronize, so don’t expect anyone to update the data on their own.
