EB-1 engineer — what are НПИ and АТЭС?

Does anyone know what the NPI and ATES associations are? I’ve seen mentions in the context of EB-1 for engineers, but I can’t find any decent information. Could someone explain or share a link to these organizations?

NPI — the National Chamber of Engineers of the Russian Federation; APEC — the APEC Engineer registry, an international standard of engineer qualification for countries in the Asia-Pacific region. For EB-1A both count as the “membership in professional associations” criterion, and the small number of members in NPI is a plus, not a minus: the officer sees that it’s not easy to get into.

Thanks, that’s clearer now. And APEC — is it actually possible to participate from Russia, or is it more for people who already work in the Asia‑Pacific region?

You can get in, but the rejection rate is high — APEC doesn’t accept many people regardless of where you work. NPI is more accessible in that sense, and it’s actually a good fit for the case.

So is NPI (НПИ) realistic for a software engineer, or do they only take the classic specialties — construction, electrical engineering, communications? I got an RFE for my IEEE Senior Member saying it doesn’t meet the “associations” criterion, so I’m thinking of trying NPI as an alternative.
