Different documents. Letters of support are from experts in your field — they write that they know your work and consider you a high‑level specialist. The petition letter is what the attorney writes, or what you write yourself when self‑petitioning: it contains all the arguments addressing the criteria, references to the evidence, and explains why you specifically qualify for EB‑1. For EB‑2 NIW, by the way, you also need a separate endeavor letter — it’s not compatible with EB‑1; it has a completely different format.
