Can you drive in Italy on a foreign license - and when does it expire?

Getting an Italian driving license in 2026 costs between 620 EUR (self-study) and 3,000 EUR (through a driving school) and takes 2 to 5 months. Russian licenses cannot be converted - you must take the Italian exam from scratch.

A foreign driving license is valid in Italy for 1 year from the date you obtain residency (registration) - not from the date you enter the country. This is an important distinction: if you are living on a ricevuta without official registration - the clock has not started yet.

1 year from residency - not from entry

Codice della Strada, Article 135, Paragraph 1: foreign driving licenses are valid as long as the holder has not been an Italian resident for more than one year. Once you get your residency registration - the countdown begins.

Community member

"Once you establish residency, the 1-year validity of your foreign driving license starts ticking - after that, it turns into a pumpkin."

IDP or certified translation

For licenses in Cyrillic script (Russia, Belarus, Kazakhstan), you need either an International Driving Permit (IDP) or a traduzione giurata - a certified translation of your license done in Italy.

IDP is more reliable

While a traduzione giurata is technically sufficient, an IDP is a more reliable option during roadside checks. Police immediately recognize the familiar document format without having to figure out a translation.

License conversion: which countries in 2026

?

Citizens of which countries can convert their driving license to Italian without exams?

Conversion without exams is only possible for countries that have a bilateral agreement with Italy.

CountryConversionExamNotes
UkraineYesNot requiredNo driving school certificate needed
GermanyYesNot requiredMedical certificate + form
GeorgiaYes (from June 2025)Not requiredNew agreement

Double conversion is prohibited

Italy does not accept EU licenses that were converted from non-EU country licenses. Such licenses carry a "code 70" mark. Schemes like "convert driving license italy through Poland/Denmark/Slovenia" are legally risky and no cheaper than getting one directly.

Community member

"I recommend not messing around with any shady conversion schemes through Poland and the like. It's unlikely to be cheaper or faster."

Conversion requirements (for countries with an agreement)

What you need for conversion
  • Valid permesso di soggiorno

    A ricevuta is not enough

  • License issued BEFORE obtaining your residence permit

You cannot get a license abroad and immediately convert it

  • Exchange within the first 4 years

If residency exceeds 4 years - a revisione (vehicle inspection) exam is required

  • Medical certificate

From an eye doctor (medico legale)

Russian license - conversion not possible

?

Can you convert a Russian driving license to Italian in 2026?

NO. There is no bilateral agreement between Russia and Italy.

Converting a Russian driving license to Italian is not possible. This has always been the case - no agreement has ever existed. The only way is to get an Italian driving license from scratch (theory + practical).

Community member

"No Russian licenses can be converted in Italy whatsoever. There is no agreement and there never has been."

Three options for Russians in 2026

1

Drive on your Russian license for 1 year

With an IDP or certified translation. The period starts from the date of residency registration, not from entry.

2

During that year - pass the Italian driving test

Theory + practical. Realistically takes 2-5 months if you have driving experience. Cost starts at 620 EUR.

3

Schemes through third countries - NOT recommended

Conversion through Poland/Denmark is legally risky. Italy blocks double conversion (code 70 on licenses). No cheaper and no faster than getting one directly.

?

How to get a patente di guida (driving license) in Italy from scratch - two paths, documents, timelines?

Two paths

Cost: ~1,276 EUR

Paperwork: handled by the autoscuola (driving school)

Preparation: theory course + practice

Best for: those not confident in Italian

On your own (privatista)

Cost: ~620-750 EUR

Paperwork: yourself (SPID required)

Preparation: apps + practice at a driving school

Best for: experienced drivers with Italian skills

Community member

"You can pass the theory on your own and only go to the autoscuola (driving school) when you need to do practical lessons. That saves 300-400 euros."

Steps to get your driving license in 2026

1

Medical certificates

Certificato anamnestico from medico di base (35-50 EUR). Then a certificate from medico legale / eye doctor (50-70 EUR). The first certificate is valid for 3 months - you need to submit documents in time.

2

Signing up for the theory exam

Through a driving school or on your own via Motorizzazione Civile (motor vehicle office) (SPID required). Form TT2112, marca da bollo 16 EUR, 3 photos, PagoPA payment 26.40 + 16 EUR.

Documents: CIE or passport, permesso di soggiorno, codice fiscale, medical certificates
3

Preparing for and passing the theory exam

40 true/false (vero/falso) questions, maximum 4 mistakes allowed. Italian only. Prepare using apps (Quiz Patente Tradotto, SIDA Quiz). About 30% fail on the first attempt.

4

Foglio rosa (learner's permit) + mandatory practice

After passing the theory, you receive a foglio rosa (learner's permit). Minimum 12 sessions of 30 minutes each (6 hours total), including 2 at night and 2 on a highway. Must be done through an autoscuola (driving school).

5

Practical exam

3 phases: vehicle knowledge, maneuvers (parking, U-turn), city driving (25-30 minutes). You receive your license right there in the car immediately after passing.

Permesso is mandatory - a ricevuta is not enough

You need a permesso di soggiorno to sign up for the exam. Some driving schools refuse applicants with only a ricevuta - this is illegal, as Motorizzazione Civile (motor vehicle office) confirms the school is wrong. But in practice, it's easier to wait for the permesso.

The exam is in Italian? 40 questions? How do you prepare if your language skills are weak?

Exam is in Italian only

There is no English option. All apps with translations are for preparation only. On exam day - Italian text on a touchscreen.

Apps for preparation (community recommendations 2026)

  • Quiz Patente Tradotto (green icon) - most frequently recommended, has English translation
  • SIDA Quiz - access through a driving school for 10 EUR, multilingual support + error explanations
  • Quiz Patente Multilingua B - with translations in several languages
  • patentefacile.online - online practice resource

Community member

"Buy access to SIDA Quiz for 10 euros - it has multilingual support and explanations of rules and mistakes. But try to do the quizzes in Italian. The question and answer text should always be in Italian - only peek at the translation when necessary."

Pro tip: questions about penalty points

From the community: "All questions about penalty points on your license - if it says two points, then vero, any other number - falso." Practice until you consistently get 0-1 mistakes, paying special attention to the "quiz difficile" section.

Practical exam: what they test in 2026

?

What does the practical driving exam consist of and what should you do to pass for sure?

Three phases of the exam

1

Vehicle knowledge

Questions about dashboard warning lights, vehicle registration document, tire specifications. The examiner may ask you to compare tire sizes in the registration document with the actual tires.

2

Maneuvers: parking and maneuvering

Parallel parking, angle parking, two-point turn, reversing. Important: look back over your shoulder, NOT in the mirrors!

3

City driving: 25-30 minutes

Following the examiner's instructions, the route is often familiar from lessons with the instructor. They check: mirrors, turn signals, full stop at STOP signs, yielding to pedestrians, speed limits.

Community member who passed the exam

"Key things - you need to look around carefully, yield to pedestrians, follow right-of-way rules, look back over your shoulder when reversing - not in the mirrors. After the exam they give you the license right away - plus they asked me to stop by the school so they could make a copy."

Manual vs automatic

If you take the test on an automatic - your license gets an "automatic only" restriction. On a manual - you can drive anything. Advice from the community: "It's easier to take an extra lesson and pass on a manual. It's like riding a bike - you'll remember quickly. And no hassles with a restriction on your license."

Separate document, not just the one on your permesso

Importing from Europe

Community member

"There's no import process as such: you buy in Germany, get transit plates, drive to Italy, go to an agency for immatricolazione or visit the Motorizzazione Civile (motor vehicle office) yourself, pass the revisione (vehicle inspection) - and they issue the registration document and plates."

RCA insurance for foreigners in 2026

?

Is it true that insurance is more expensive for foreigners - and what's the deal with codes 135 vs 154?

Codes 135 vs 154 affect your insurance

Mismatched country of birth codes (135 = USSR, 154 = Russia) cause problems in iPatente and when calculating insurance. Community member: "With code 154, my insurance is calculated cheaper than with 135." Make sure the code is consistent across all your documents.

Moving to Italy

The main thing everyone forgets is that between the moment a Russian license stops being valid and the moment you actually get your Italian one, quite a bit of time can pass, especially if you don’t pass the theory test on the first try. So it’s better not to leave it until the last minute and sign up in advance while the one-year period is still running.

Hardly anyone thinks about the medical certificate right away — and without it you won’t even be registered at the motortèr (мотортэр). In Genoa it cost about €90. Then you have to wait for the exam — for me it was roughly two months. And one thing about the language that surprised me: there’s no English, only Italian, German, or French.
