People rarely do that on a tourist visa; mandamus petitions are mostly filed in employment and immigration cases. Right now mandamus doesn’t work the way it used to — the number of lawsuits is growing, the State Department is primarily occupied with them, and the chances of getting a visa quickly are decreasing. But you can consult a lawyer, at least to understand whether it’s worth bothering in your case
