Can you tell me what an O-1 visa memorandum actually consists of? Is it a PDF that lawyers hand over for filing? In our case the lawyers are preparing the memorandum but they themselves have doubts. I’m thinking of moving forward with them for now and then, if needed, revising the strategy with another specialist — is that even allowed?

A memorandum is a legal brief in which the lawyer explains to the officer, for each criterion, why the client qualifies for the O-1, not just a PDF of achievements. If they themselves have doubts before filing, it’s a sign the case is underdeveloped; you can’t rewrite the I-129 after you’ve filed it.
Using a deal memo as evidence - this is nonstandard, an officer may not understand the context.
This “we’ll fix it later if something comes up” - there’s no ‘later’ in the I-129.
