I can’t find any solid official information — is an O-1 visa a basis for being granted TAL status? In theory the O-1A visa is already intended for people with extraordinary ability in science, the arts, business, or athletics — that is, it already presumes you’re a sought-after specialist. Are there any special requirements or additional checks under TAL for O-1 holders? Or is it automatically recognized?
The topic is pretty murky; hardly anyone writes about it in detail. The O-1 itself is already proof of extraordinary ability, so in theory it should count — but they always have their own nuances. Try contacting the consulate directly; sometimes they reply faster than you expect)
