Thanks, Dasha! Yes, you understood correctly, except that after responding to the NOID I received approval, successfully fought off some rather strange grounds. But exactly three days later a suspension of visa issuance was announced. Now were waiting for clarifications, but in the meantime were gathering documents and all that. NVC sent the case number and all the instructions.
