Popular but risky. Some smaller municipalities may register you even before the permesso, but legally they should not. The Agenzia delle Entrate (tax agency) may send a back-tax assessment 2-7 years later.

Find a commercialista (accountant)
They will file the Comunicazione Unica (unified registration) - a single form that simultaneously creates records at the Agenzia delle Entrate (tax agency), INPS (social security), and Camera di Commercio (Chamber of Commerce). More on choosing a commercialista at the end of this article.
Choose your codice ATECO (business activity code)
This is your type of activity. It determines the profitability coefficient (how much tax you pay) and whether you need to register with the Camera di Commercio (Chamber of Commerce). More details below.
Choose your tax regime
Forfettario (flat-tax regime) (5-15%) or Ordinario (IRPEF 23-43%). For most freelancers in Italy, Forfettario is more advantageous.
Register with INPS (Gestione Separata - pension fund)
Mandatory for freelancers. Your commercialista includes this in the Comunicazione Unica (unified registration). The rate is approximately 26% of income - more details below.
Verify all documents personally
Request the AA9/12 form (the opening form). Check that the rate (5% vs 15%) is correct in the LM section of your tax return. Request a copy of the submitted document.
How long does it take

What is a codice ATECO (business activity code) and why does it determine the actual amount of tax you pay?
The codice ATECO (business activity code) defines your type of activity. In Italy, it determines much more than just classification: the profitability coefficient under Forfettario (flat-tax regime), whether you must register with the Camera di Commercio (Chamber of Commerce), and the size of your INPS (social security) contributions.

For IT freelancers: Camera di Commercio is not required

Gestione Separata (pension fund) at INPS
Mandatory registration for freelancers with a Partita IVA. The rate is approximately 26.07% of taxable income. Paid in advance installments in June and November (via the F24 form). It gives you access to state healthcare (SSN) and a pension.
INPS discount in the first years
For businesses opened in 2025-2026: the pension fund contribution in the first year is 2 250 EUR instead of 4 500. For artigiano status, there is a 35% discount for the first 5 years. Ask your commercialista (accountant) about available discounts.
The Forfettario pension trap

Which Bank Account You Need for P.IVA in 2026
Is a business account mandatory? And how do you pay F24 (taxes)?
Under Forfettario (flat-tax regime), a business account is not formally required. However, you do need a bank that supports F24 tax payments.

Since 2024, electronic invoicing has been mandatory for everyone, including those on Forfettario (flat-tax regime).

Mistakes When Opening a Partita IVA - Impossible to Fix
The commercialista did not check "nuova attivita." Changing it retroactively is impossible. Loss: approximately 3 900 EUR/year on 50 000 EUR revenue. Check the LM section personally.

You have lost an entire year of Italian income for residence permit renewal.
If you opened your Partita IVA in November, the 85 000 EUR limit is prorated to 2 months (approximately 14 000 EUR). Exceed it and you lose Forfettario status.

Otherwise you lose an entire tax year. For residence permit renewal in 2026, immigration offices require an open P.IVA.
