I need to transfer up to €1,500 to Italy. I can provide rubles within Russia either in cash or by bank transfer. Who’s a reliable, trusted person or service to contact?
Sending 1,500 through a stranger is really a gamble. I’ve heard of people vanishing with the money, so at minimum — do it in stages: first send a small amount to test, then the rest. And it’s better if someone you personally know knows this person, not just their online reputation.

Exchange setup that works — rubles in Russia, euros in cash in Milan. Only through people you know personally, not based on forum reputation. 1.5k disappears just as easily as 15k; the amount doesn’t protect you.

€25 fee on Wise for €1.5k is less than two percent — I’d just pay and not risk it. When I transferred small amounts myself, Paysend was noticeably cheaper — I was paying around €5–6 on similar volumes. If you absolutely need cash, only go through someone who’s traveling in person and whom you know personally — not via forum reputation; there are plenty of stories of people disappearing even with smaller sums.

well, look, an in-person exchange is completely doable — we have setups like that here in Tuscany. euros in cash in Italy, rubles to a card in Russia — only through our own people, not through the forum. and the fee via the official service is one and a half thousand, under two percent — for me that’s just the price of security.
