Administrative processing when applying from a third country — has anyone had a visa issued without AP?

I’m curious — have there ever been cases where, during AP (administrative processing), someone reapplied in a third country and they issued it there without the administrative check? Or once AP starts, does it follow you everywhere and will they refuse you in the third country too? Has anyone dealt with this, or is it totally unrealistic?

I’ve heard it varies — sometimes a case sits in “AP” (administrative processing) for years, and then it turns out the consulate hadn’t really been handling it properly. Trying in a third country can make sense, but no one can say in advance how it’ll turn out; it’s all individual. Don’t rush, discuss your options with a lawyer first)
