I have a question about a residence permit obtained through a representative office. Is there a law that prohibits converting such a residence permit to a different type — for example, to one for registering as an individual entrepreneur (IE)? Or is conversion possible?

There’s no explicit ban, but it’s effectively a new procedure. We also run a rental-property business — when I looked into options for registering as a sole proprietor, I realized the type of residence permit is decided separately. You can have a Partita IVA (VAT number) with almost any residence permit, but if you want the card to list lavoro autonomo, you need a new permit category with its own quota. You simply can’t “convert” a representation into a sole proprietorship under the same residence permit.

Thanks, that makes it clearer. So is it simpler to register as a sole proprietor from the start and get a residence permit based on that if I plan to stay long-term?

Yeah, that’s exactly the logic — if you’re planning to be a sole proprietor, it’s better to set things up for that from the start.

The flussi for lavoro autonomo (self-employment) — it’s really a tight bottleneck, and they don’t open every year. I heard that in the latest decrees there were around 500–700 slots for the whole country — with that level of competition it’s not guaranteed you’ll get in on the first try; you might have to wait for the next cycle.

Also think about the gap — if you already live under a company representation permit and decide to switch to self-employment (lavoro autonomo) via the ‘flussi’ channel (Decreto Flussi), there will be a real pause between the two permessi. At our Questura in Tuscany, after submitting the application we waited seven months for the new permesso. So if you’re going the sole-proprietor (ИП) route, it’s better to plan ahead, not at the last minute.
