Can you drive in Italy on Russian licenses — and when do they "turn into a pumpkin"?

Getting Italian driving licenses in 2026 costs from 620 EUR (DIY) to 3,000 EUR (through an autoscuola) and takes from 2 to 5 months. Conversion is impossible for Russian licenses — you must take the full exam from scratch.

Foreign licenses are valid in Italy for 1 year from the date of obtaining residency (registration) — not from the date of entry into the country. This is an important difference: if you live with a ricevuta (receipt) without registered residency, the clock does not start yet.

1 year from registration — not from entry

Codice della Strada, article 135, paragraph 1: foreign licenses are valid provided the holder has not been resident in Italy for more than one year. Once you obtain registered residency, the countdown starts.

IDP or sworn translation

For licenses in Cyrillic (Russia, Belarus, Kazakhstan) in Italy you need either an International Driving Permit (IDP) or a traduzione giurata (sworn/certified translation) of the license done in Italy.

IDP is more reliable

Although a traduzione giurata is formally sufficient, an IDP is a more reliable option during checks on the road. Police immediately see a familiar document format without needing to parse the translation.

Conversion without exams is possible only for countries with a bilateral agreement with Italy.

Double conversion is prohibited

Italy does not accept EU licenses that were converted from non-EU country licenses. Such licenses carry the note "code 70". Schemes like "convert via Poland/Denmark/Slovenia" are legally risky and not cheaper than obtaining a license directly.

NO. There is no bilateral agreement between Russia and Italy.

Converting Russian licenses to Italian ones is impossible. It has always been this way — there never was an agreement. The only way is to obtain Italian licenses from scratch (theory + practical).

Drive on Russian licenses for 1 year

With an IDP or a sworn translation (traduzione giurata). The period starts from the date of registered residency, not from entry.

Steps to get a license in 2026

Medical certificates

Certificato anamnestico from the medico di base (35–50 EUR). Then a certificate from a medico legale / ophthalmologist (50–70 EUR). The first certificate is valid for 3 months — you must submit documents within that time.

Register for the theory exam

Through a driving school or independently via Motorizzazione (SPID required). Form TT2112, marca da bollo 16 EUR, 3 photos, PagoPA payment 26.40 + 16 EUR.

Prepare for and take the theory exam

40 vero/falso questions, maximum 4 mistakes. Only in Italian. Prepare using apps (Quiz Patente Tradotto, SIDA Quiz). ~30% fail on the first attempt.

Foglio rosa + mandatory practice

After passing theory you receive the foglio rosa (learner's permit). Minimum 12 lessons of 30 minutes (6 hours), including 2 at night and 2 on the highway. These must be done through a driving school.

Practical exam

3 phases: knowledge of the car, test ground (parking, turning), city driving (25–30 minutes). The license is issued immediately in the car after passing.

Permesso is mandatory — ricevuta is not enough

A permesso di soggiorno is required to register for the exam. Some driving schools refuse service if you only have a ricevuta — this is illegal, Motorizzazione confirms the school is wrong. In practice it’s easier to wait for the permesso.

Knowledge of the car

Questions about dashboard lights, vehicle registration document, tire specifications. The examiner may ask you to compare tire sizes in the registration document with the actual tires.

Test ground: parking and maneuvers

Parallel parking, angled parking, two-point turn, reversing. Important: look backwards over your shoulder, NOT only in the mirrors!

City driving: 25–30 minutes

Examiner’s commands, route often familiar from instructor lessons. They check: mirrors, indicators, full stop at STOP, yielding to pedestrians, speed compliance.

Manual vs automatic

If you pass on an automatic — the license will carry the note "automatic only". If you pass on a manual — you can drive both. Community advice: "It’s easier to take an extra lesson and pass on a manual. You’ll quickly remember — and avoid the restriction on the license."

RCA insurance for foreigners in 2026

Is it true that insurance is more expensive for foreigners — and what about codes 135 vs 154?

RCA (Responsabilita Civile Auto) is mandatory insurance. You cannot drive without it.

Codes 135 vs 154 affect insurance

Mismatch of country-of-birth codes (135 = USSR, 154 = Russian Federation) creates problems in iPatente and when calculating insurance. Community member: "With code 154 on my profile they calculate insurance cheaper than with 135." Make sure the code is consistent across all documents.

Restrictions for new drivers (neopatentati)

  • Alcohol: 0.0 g/l — first 3 years, complete ban
  • Power: no more than 75 kW/tonne and no more than 105 kW total — first 3 years
  • Exception (from December 2024): the restriction is lifted if a driver with 10+ years’ experience sits next to you, aged under 65
