Can you drive in Italy on Russian licences — and when do they "turn into a pumpkin"?
Obtaining an Italian driving licence in 2026 costs from 620 EUR (self-study) to 3,000 EUR (through a driving school) and takes from 2 to 5 months. Conversion is not possible for Russian licences — you must take the exam from scratch.
Foreign licences are valid in Italy for 1 year from the date of obtaining residency (registered address) — not from the date of entry into the country. This is an important distinction: if you are living on a ricevuta (application receipt) without registered residency, the clock hasn’t started yet.
1 year from registration — not from entry
Codice della Strada, Article 135, paragraph 1: foreign driving licences are valid provided the holder has not been resident in Italy for more than one year. Once you get the registered address, the countdown begins.

IDP or sworn translation
For licences in Cyrillic (Russia, Belarus, Kazakhstan) in Italy you need either an International Driving Permit (IDP) or a traduzione giurata (sworn translation of the licence) performed in Italy.
IDP is more reliable
Although a traduzione giurata is formally sufficient, an IDP is a more reliable option during roadside checks. Police immediately see a familiar document format without needing to decipher a translation.
Licence conversion: which countries in 2026
Citizens of which countries can exchange their licences for Italian ones without exams?
Conversion without exams is possible only for countries with a bilateral agreement with Italy.

Double conversion is prohibited
Italy does not accept EU licences that were converted from non-EU licences. Such licences bear the "code 70". Schemes for "conversion via Poland/Denmark/Slovenia" are legally risky and not cheaper than obtaining the licence directly.

Can Russian driving licences be converted into Italian ones in 2026?
NO. There is no bilateral agreement between Russia and Italy.
It is impossible to convert Russian licences into Italian ones. This has always been the case — there never was an agreement. The only way is to obtain an Italian licence from scratch (theory + practice).

Three options for Russians in 2026
Drive on Russian licences for 1 year
With an IDP or a sworn translation. The period starts from the date of registered residency, not from entry.
Within that year — take the Italian licence
Theory + practice. Realistic in 2–5 months if you have driving experience. Cost from 620 EUR.
Schemes via third countries — NOT recommended
Conversion via Poland/Denmark is legally risky. Italy blocks double conversions (code 70 on licences). Not cheaper or faster than getting it directly.

Steps to obtain the licence in 2026
Medical certificates
Certificato anamnestico from the medico di base (35–50 EUR). Then a certificate from the medico legale / ophthalmologist (50–70 EUR). The first certificate is valid for 3 months — you must submit documents within that period.
Register for the theory exam
Through a driving school or independently via Motorizzazione (SPID required). Form TT2112, marca da bollo 16 EUR, 3 photos, PagoPA payment 26.40 + 16 EUR.
Preparation and theory exam
40 true/false questions, maximum 4 mistakes. Only in Italian. Preparation via apps (Quiz Patente Tradotto, SIDA Quiz). ~30% fail on the first try.
Foglio rosa + mandatory practice
After passing theory you get the foglio rosa (learner’s permit). Minimum 12 lessons of 30 minutes (6 hours), including 2 at night and 2 on a fast road. Mandatory through a driving school.
Practical exam
3 phases: vehicle knowledge, manoeuvres on the yard (parking, turning), urban driving (25–30 minutes). The licence is issued in the car immediately after passing.
Permesso is mandatory — ricevuta is not enough
To register for the exam you need a permesso di soggiorno. Some driving schools refuse applicants with only a ricevuta — this is unlawful; Motorizzazione confirms the school is wrong. In practice, however, it’s easier to wait for the permesso.

There is no Russian. All translated apps are only for preparation. On the exam you will have Italian text on a touchscreen.

What does the practical exam consist of and what to do to be sure to pass?
Three phases of the exam
Vehicle knowledge
Questions about dashboard warning lights, registration papers, tyre specifications. The examiner may ask you to compare the tyre sizes on the registration document with the actual tyres.
Yard: parking and manoeuvres
Parallel parking, angled parking, two-point turn, reversing. Important: look back over your shoulder, NOT just at the mirrors!
Urban driving: 25–30 minutes
Examiner’s commands, the route is often familiar from lessons with the instructor. They check: mirrors, indicators, full stop at STOP signs, yielding to pedestrians, speed compliance.

Manual vs automatic
If you pass on an automatic — the licence will carry the restriction "automatic only". With a manual — you can drive either. Community advice: “Better to take one extra lesson and pass on a manual. It’s like riding a bike — you’ll remember quickly. That way you avoid the permanent restriction on your licence.”

RCA insurance for foreigners in 2026
Is it true that insurance is more expensive for foreigners — and what about codes 135 vs 154?

RCA (Responsabilità Civile Auto) — mandatory car liability insurance. Driving without it is illegal.
Codes 135 vs 154 affect insurance
Mismatching codes for country of birth (135 = USSR, 154 = Russia) create issues in iPatente and when calculating insurance. A community member: “With codice 154 they quoted me cheaper insurance than with 135.” Make sure the code is consistent across all documents.
Restrictions for new drivers (neopatentati)
- Alcohol: 0.0 g/l — first 3 years, total ban
- Power: not more than 75 kW/tonne and not more than 105 kW total — first 3 years
- Exception (since December 2024): the restriction is lifted if accompanied by a driver with 10+ years of driving experience, aged under 65
